As behavioral health challenges among older adults become increasingly prevalent, housing and aging services providers find themselves on the front lines of response. This timely session aims to delve into how mental health and substance use issues significantly impact residents' well-being, housing stability, and overall quality of life.

Attendees can expect to gain practical strategies for identifying at-risk residents and connecting them with suitable community resources. Additionally, the session will emphasize the importance of building stronger partnerships with local mental health systems, crisis programs, and Area Agencies on Aging (AAAs). Furthermore, it will address common barriers—such as Medicare limitations—and provide actionable steps to enhance access to behavioral health services for older adults.

This comprehensive approach not only highlights the challenges but also empowers attendees to take concrete actions in supporting this vulnerable population.

Event Objectives:

  1. Identify common behavioral health challenges affecting older adults in affordable housing and explain their impact on residents’ quality of life and housing stability.
  2. Differentiate among local and county behavioral health resources, including Area Agencies on Aging (AAAs) and crisis programs, and determine when to engage these supports.
  3. Apply practical strategies to strengthen partnerships with mental health systems and how to address barriers.

Lynn Cooper, PA Association of Area Agencies on Agency, Inc. 

Lynn Cooper is the Behavioral Health Policy Specialist at the Pennsylvania Association of Area Agencies on Aging (P4A). Ms. Cooper has over 46 years of experience in public health. She has over 29 years of experience working on regulatory and policy issues for mental health and substance use disorder treatment providers in Pennsylvania, working at the Pennsylvania Association of Community Providers/Rehabilitation and Community Providers Association. She served as the Deputy Director for 10 of those years. 

Ms. Cooper works at P4A and supports the Area Agencies on Aging to help improve access to mental health and substance use disorder services in the Commonwealth for older adults. Ms. Cooper celebrated 35 years in recovery in January of 2025 and has six years of experience helping her mother deal with mental health and substance use disorders in the last six years of her life.
